November 2018 Meeting Minutes

    • Schools in attendance are -Campbell, Ashlawn, Arlington Community, Tuckahoe, Stratford Program, Hoffman-Boston, Barcroft, Wakefield, Arlington Career Center, Discovery, Williamsburg, McKinley, Claremont, Jefferson, Key, Taylor, Carlin Springs, Randolph
    • SETPA Representatives
  • School Board liaison – Tannia Talento (7:10-7:20)
    • Tannia Talento is the Vice Chair of School Board, https://www.apsva.us/about-the-school-board/
    • The school board has been working on their action plan. The action plan helps to see what they are working on through the year. You can find it on board docs on the website.   https://www.boarddocs.com/vsba/arlington/Board.nsf/Public
    • Operation plans- school naming for the new schools and the renaming of Washington-Lee High school. They are also working on the elementary school boundaries.
    • School boundary process- phase 1- you can find all the work on school boundaries page at engage website https://www.apsva.us/elementary-school-boundary-change/.  A final decision on Dec 6th.
    • School facility naming – 4 out of the 5 schools names will be decided in December. On December 20 they will be taking action on names for the other schools.
    • Dec 12-work session academic performance data
    • The school board has open hours every Monday
  • Superintendent’s update (7:20 -7:30) Superintendent’s November 2018 Presentation
    • Budget timeline-
      • 2/28 superintendent proposed budget
      • 3/28 public hearing
      • 4/11 school board proposed budge
      • 5/2 public hearing
      • 5/9 school board adopted budget
    • There have been over 30 bonds in about 67 years. This year’s bond had the highest ever approval rating of 82%.
    • APS students outperformed state and nation on 2018-19 SAT and ACT Scores.
    • Reminder about social media usage – talk to your children about what they are doing and saying because it will be taken seriously.
    • Transportation issues on 11/15 – Dr. Murphy apologizes for the communication/transportation snafu on buses running etc.
    • Murphy shared a proposal to delay school by 6 pm the night before when they are calling for inclement weather. Then by 6 am keep it as a delay or cancel. He asked for feedback regarding this but let us know the final decision will be his.
  • Other liaison reports/updates (7:30–7:40)
    • ACI- Dec 5th at 7 pm, Room 452. The council will hear reports from the Early Childhood Advisory Committee and the ESOL/HILT Advisory Committee.

CCPTA Business – Discussion focus: 

  • Responses to questions left in the CSQ box last month- TABLED
  • VP and Committee reports
    • CPCI – Emily Vincent
      • Deadline for fall grant proposal is today, get it in before midnight and it will be reviewed. There have been 7 submitted at the time of the meeting. Given the budget we can still do more. Any time one request can’t be funded the group tries to help the asker find it somewhere else.
    • District advocacy – Mahender Dudani
      • Dec 1 Northern VA PTA presentation.
      • Engagement advocacy– advocacy is a two-part system. One at the annual VA PTA conference on Jan 26-27 in Glen Allen.   Then on Jan 28th advocate meet with representatives in Richmond.   Looking for a new rep.  Talk to Mahender.
    • SEPTA – Janna Dressel
      • Online auction on going.
      • Sensory friendly Santa event is on the horizon.
      • Superintendent chat with SEPTA Monday Dec 10.
    • New committee on School Safety – Tara Teaford (7:45-7:55)
      • Background- in the wake of the Parkland shooting in Florida last year Taylor Elementary school started a Committee on School Safety
      • There is clear interest in expanding the work to other schools. A lot of what is at Taylor can be implemented at other schools.
    • 2018 Task Force Objectives with APS – CCPTA School Safety Committee Presentation
      • Engage in direct and meaningful discussion to make progress on this issue.
      • Emphasize importance of funding for future budget discussions.
      • Impact immediate action and spend allocation at Taylor and APS.
      • Offer our activism to achieve our shared goal:
        • How can we work together to ensure –or at least maximize –our children’s safety at school?
      • Vote on having a standing committee on School Safety Committee started.
        • Vote is passed
      • New committee for PTA partnerships and Collaboration (7:55–8:05)- TABLED
      • County talking points on economic development and schools – Economic Development Projects and Schools 11-2018 meeting handout
      • Presentation on Shared Mobility Devices program (8:05–8:30) – Shared Mobility Devices Presentation
        • Kristin Haldeman – APS – director of multi modal transportation and planning. Part of joint committee with the county.
        • Greg Matlesky- capital bikeshare & shared mobility planner
          • Dockless bikeshare and scootershare
            • Car-free transportation option- another “tool in the toolbox”
            • Hope is that they are used as a first/last mile connection to transit.
            • It will help with improved air quality and will aid in decreasing congestion on road ways
          • Unsafe behavior and underage riding
            • Police will ticket for observed traffic violations and will educate riders on other issues
            • APS is educating students and conducting information campaigns
            • Public can report behavior to police and operators and parents should ensure that underage riders cannot access devices
          • APS has a shared mobility page on their website and Ridedockless.com
