Agenda:

  • Welcome
    • New PTAs at Arlington Montessori, Carlin Springs Elementary
  • Meeting structure and “CSQ” box
    • Comment/suggestion/question box (“CSQ” box) – Submit any comments/suggestions/or questions you have or that we did not get to during the meeting. We will do our best to get them answered by the next meeting.  Please provide name and contact information if you would like us to contact you directly or in case we need to clarify your comment.
    • New structure for the meeting. This year we will try flipping the agenda.  We will do Superintendent, School Board liaison and committee liaisons reports first.  Once those are completed we will conduct CCPTA business etc.
    • Let us know how you like this new format.
  • School Board liaison – Reid Goldstein (Goldstein PP Slides)
    • Chair of school board.
    • Enrollment growth – 2017 broke the record for most enrolled students. The growth for this year was a bit less than predicted but will still be over by around 600-700 from last year.    The prediction is we will continue to grow for next 10 years.  Last year we had 26,941 students; this year on day one we had 27,522.   Official count will be set on September 30.  We will most likely be below our prediction for this year but will still be over by around 600-700 from last year.   Growth impacts where we house students, budgets etc.
    • Elementary Boundaries Adjustment kicking it off on Wednesday September 26th. There will 8 schools involved:  7 in south Arlington plus Long Branch.
    • Next phase- mostly north Arlington – will begin fall of 2020 and take effect 2021
    • Career Center Working Group- Final report submitted to School and County Boards October 1st. CCWG will presenting to school board October 4 and to the County Board at a later date.
    • Four naming committees and a renaming for W-L will be ongoing for the next year.
    • Strategic Plan- last piece on Oct 4 – guide our efforts for next 6 years
    • Get answers and send questions on range of issues to Engage on APS website. Engage@apsva.us
    • School construction audit- Compared Arlington’s school construction costs to those of neighboring and other similar jurisdictions. Report was completed in the spring; release has been delayed multiple times but is to be released September 30th.
  • Superintendent’s update – Dr. Patrick Murphy (Murphy PP Slides)
    • Hispanic Heritage Month- PS will recognize students, who have been nominated by their principals, at the next board meeting.    These students are being recognized as leaders in their communities.  Culminating event for Hispanic Heritage month will be on Friday Oct 12 at Kenmore Middle School.
    • Budget for 2020 – APS is continuing to grow. We will be opening 5 new schools and programs.  We are forecasting a budget gap of $43 million.  Asking all PTA to be advocates on the budget process.
    • SOL Scores- All schools are fully accredited. All elementary school scores across the state went down.  Looking at more professional learning for teachers etc. on helping them do better. Future work and board session on this topic.
      • All school whose students didn’t do well on the SOLS should have a 90day school plan. These plans will look at their goals for their school. Parent should be on the team.
    • Recess- New legislation from Virginia. all elementary students should 30 minutes a day of recess which = 150 a week. APS also considers PE time in determining the schedule and meeting the requirement.
    • Directory- PTA – Code of VA changed how we share directory information. Address, phone number, email and all people must give written consent. Previously they could opt-out.  Now they must opt—in to be in the directory. School registrars should be able to give PTAs those who have opted-in for the directory.
    • HVAC issues- trying to address this. Work with your principal on this issue. Randolph and Gunston phase 1 during summer and phase 2 will be next summer. Couldn’t get it all done this summer.
    • Suicide Prevention Awareness Month- There is a parent information session on Sept 27 at the Syphax Center
    • Oct 22 middle school info night
  • Calendar – Kristi Murphy- assistant superintendent for human resources
    • Developing a school year calendar- 5 step process. Only meet one time a year – two calendars to put out to the community.  Need some parent volunteers to be on the committee.  Meeting at end of October/beginning on November.
  • School Ambassadors – Kathy Mimberg
    • Ambassador program started last year. Give out information so that families know what is going on etc. Principal role of an ambassador is to share information with families.
    • Two meetings per year. Ambassador tab is in the engage tab on the website
    • Still looking for ambassadors for 6 schools
  • Other liaison reports/updates
    • ACI – Meredith Purple – Advisory Council of Instruction.
      • The ACI is the other body that has a rep from every school. Focus on instruction. Liaise with teacher and learning.  ACI would like a rep (liaison) from CCPTA.  Almost all committees are open to new members.  Applications on the website.
    • BAC – Cecilia Ciepiela-Kaelin – Budget Advisory Council
      • The BAC is a working group of about 15 people. The first meeting is September 25, 2018.  The BAC spends most of the fall informing themselves on the budget.  March and April are the busy times as they work on the proposed budget. They also welcome a liaison to their group.
    • FAC – Stacy Snyder – Advisory Council on School Facilities and Capital Programs
      • The FAC does not represent specific schools as it has a county wide focus. They would also like a liaison from the CCPTA.
    • AEA – Arlington Education Association- No report.

CCPTA Business

  • Approval of CCPTA 2018-2019 budget
    • We ended the year $10,500 in general checking and additional $2360 in CPCI. Almost $13000 in checking.  All monies brought in to CPCI will spend CPCI.   Budget for the year was approved.
  • Audit committee update- the audit is done and we did it in house. Motion was made to approve the audit.  Motion passed.
  • Bylaws updated- approved should be good for about 5 years
  • Membership ToolKit
    • Use for communication and record keeping. Set it up so we can have individual list serves.  Develop resource pages so people can find requests.    It is free as we are a council.
  • Feedback on meeting format
  • We would like to have a resource list for the CCPTA on the new Membership ToolKit.
  • VP and Committee reports
    • Reflections – on behalf of April Maddox
      • Theme this year is “Heroes Around Me.” Entries will be due on Thursday Nov 15.  Awards ceremony will be Jan 23 with a snow date of Jan 30.
    • CPCI – Emily Vincent
      • The CPCI has been around for about 3 years now. The CPCI funds grants for schools to help them start programs. The CCPTA website has information on who get grants, who have been awarded grants and which schools have donated to the CPCI fund. Grants are given out twice a year; once in the fall and one in the spring. Fall grant applications are due in November.
      • Facility requests will not be granted. Technology requests will have to be reviewed.
    • Communications – Emily Vincent- No Report
    • Special Events – Don Weinstein- No Report
    • District advocacy – Mahender Dudani. If you are interested in Advocacy please speak to Mahender.
    • SEPTA – not present

  • Be Smart event co-sponsorship with Moms Demand Action – Jen Bauer & Tara Teaford
    • In the evening of October 10 – three small programs on the “Be Smart” campaign.
